General Description of task(s) and objectives to be achieved
|
- Under the direct supervision of the Coordinator of the RSU, the consultant will be directly responsible for the day to day activities of the REC;
- review and update the work plan to cover project activities and ensure its successful implementation;
- establish and coordinate regional networks on epidemiology and surveillance engaging national partners from all the member countries;
- map existing laboratories, evaluate the capacities of the key national laboratories and develop a plan to upgrade them;
- evaluate the system for outbreak investigations and develop standardized regional outbreak investigation protocols that can be acceptable to all member countries;
- establish a harmonized disease information system acceptable to the member countries;
- coordinate through the established networks generation of national data and analysis of these data to provide regional perspective on key HPEDs and TADs;
- train technicians;
- select National Consultants for appointment to the project;
- establish contact and working arrangements with appropriate staff of the Ministries and other Departments and organizations;
- ensure liaison with government and donors and support the RSU coordinator in resource mobilization with development of project proposals;
- oversight of contract arrangements;
- set up a monitoring system, including performance indicators;
- monitor project activities, ensure adherence to the work plan timeframe and make recommendations for any required procedures and changes to the project;
- undertake an impact assessment of the project and review a draft final report prepared by Assistant Coordinator;
- ensure proper project reporting;
- perform other duties/responsibilities related to project implementation.

Expected Outputs:
- Identify a common disease information system for the subregion and facilitate its installation and establishment.
- Identify training needs and conduct training for each country in all aspects of disease control.
- Design epidemiological and wildlife studies and national disease survey plans to include serological testing of animals to establish disease distribution and prevalence.
- Generate epidemiological information including characterization of livestock production systems and market chains to support risk based planning for disease surveillance and targeted control.

Required Competencies
|
|
Academic Qualifications
The consultant must be veterinarian with a postgraduate degree in Epidemiology/Microbiology with extensive experience in coordinating Animal Health programmes.
|
|
Technical Competencies and Experience Requirements
Minimum 7 years of experience from development and emergency projects in the sector, including extensive experience from project management. Knowledge of the Region’s institutional environment. Ability to operate in complex institutional environments. He/she will have good communication skills in English (written and spoken).

|
- Under the direct supervision of the Coordinator of the REC, the consultant will be directly responsible for the day to day activities of the REC;
- In collaboration with technical staff in REC and national counterparts assist in configuring the Java version of TAD info with administrative layers in member countries and help in its installation at the central level;
- Train central and field staff on the use of the TAD info data management software for animal disease data collection and analysis;
- Assist in developing the national animal disease information and reporting system;
- Develop programme for surveillance and laboratory data analysis, including statistical programme;
- Train national staff in the use of disease information system;
- Support the epidemiologist in data analysis;
- Develop capacity for electronic submission of data from surveillance sources that have data transmission capacity;
- Assure confidentiality of identifiable data entered into computer programmes;
- Prepare a brief technical report (in English) at the end of assignment; and
- Carry out any related tasks as directed by the Epidemiology Expert and/or REC Coordinator.

He/she will have at least five years of relevant experience with data management and be fully proficient in the operation of TAD info or other such disease data management programmes.
He/she will have good communication skills in English (written and spoken).

§ Assist in developing national animal disease reporting systems including a “flash” reporting system for epidemiologically-significant HPED and TADs events as early warning of developing epidemics;
§ Advise on designing national HPED and other priority TADs surveillance programmes;
§ Prepare a detailed report of activities, achievements and constraints at the end of assignment
§ Carry out any related duties as required.

- Assist the RSU Coordinator in his/her duties;
- Supervise project staff, coordinating the activities and monitoring their performance;
- Ensure harmonization of project activities with the objectives of the “Regional cooperation programme on highly pathogenic and emerging diseases (HPED) in
South Asia
(SAARC Component)’;
- Collaborate with government staff of the SAARC member countries in undertaking field activities;
- Ensure smooth implementation of the programme at subregional and country levels, including establishing the subregional laboratory and surveillance networks, liaison with institutions for a Letter of Agreement, assuring timely provision of inputs and liaison with concerned persons at central and provincial levels;
- Facilitating collaboration between international consultants and authorities at all levels, central, provincial, municipal and village;
- Preparing work plans for and backstopping international consultants;
- Organizing and facilitating workshops in collaboration with the RSU Coordinator and local authorities;
- Collaborating with the international consultants in preparing technical reports and other periodic reports as requested by FAO, donor and SAARC secretariat;
- Assisting to fulfil reporting requirements; and
- Carrying out any related tasks as required.

Expected Outputs:
- Identify mechanisms for the long-term sustainability of the regional mechanism by ensuring regional commitment implemented through SAARC and with support from other international organizations and donors.
- Evaluate institutional structures at both local and national levels that provide services to support and enhance the impact of best-bet animal disease technologies and strategies specifically for poor producers.

Academic Qualifications
The RSU Assistant Coordinator will, preferably, be a veterinarian with a post graduate degree in animal health discipline.

Technical Competencies and Experience Requirements
At least seven years of relevant disease control experience at the national or regional levels. He/she will have a good understanding of livestock industry in the region, preferably to include the large and medium scale producers as well as smallholder subsistance producers.
He/she will have good communication skills in English (written and spoken).
